In the early 1990s there was a surge of public concern that human activities producing high levels of underwater noise could seriously affect marine animals, especially whales. Although this concern had been identified in the early 1970s and some research had been started in the early 1980s, negative publicity on acoustic programs in oceanography and the military focused attention on the issue.
