The internal boundary layer formed when air flows over a city. It is a mesoscale phenomenon, the characteristics of which are affected by the nature of the urban surface. When a new rural boundary layer downwind of the city forms at the surface, the urban boundary layer is isolated aloft and is then called the urban plume. Compare urban heat island, urban canopy layer.
